They're different experiences. The Shard is nearly twice as high, so the views are more expansive. The London Eye gives you a slower, capsule-based experience over the Thames. Many visitors do both.
The indoor viewing galleries on Levels 69-70 offer spectacular views even in rain. The open-air Sky Deck on Level 72 may close in severe weather. A cloud guarantee lets you return free if visibility is poor.
Most visitors spend 1-2 hours. There's no time limit, so you can linger as long as you like. The bar on Level 69 serves champagne and cocktails.
